## Request

Schedule pending queued emails with Brevo.

Called daily by Cloud Scheduler. Hands every queued email within
Brevo's 72h scheduling horizon to ``schedule_template_email``.
Emails further out are left for the next tick to pick up as they
slide into the window.

Each invocation produces one row in ``task_run_log``.
