Kick a sweep instead of waiting for the clock. Returns as it starts.

A customer may refresh their own fleet, because "the number is from two
hours ago" is the first thing anyone says to a health screen. The sweep is
still read-only, and their ids are narrowed to fleets they hold rather
than trusted as sent.
