Reads the same pool step 4 read, in the same order, so row i here is the
decision maker of row i there. It used to run its own query against a
different table filtered only by industry and employee band, and hardcoded to
the United States, which produced people who worked at companies the visitor
had never been shown - measured at exactly zero overlap - on domains that
were 61% dead.
