Open a second workspace for an existing, paying customer.

"Add another website" used to run the signed-in customer through the public
funnel and drop them on the card-entry paywall at the end, because the only
no-card path was a test allowlist nobody real is on. Their card is already
stored and their balance is already funded, so there was nothing to collect:
it was asking a paying customer to pay again to use a page inside the
product they had paid for.

No second signup credit. The $30 is a per-card, per-website grant for
strangers, and a second workspace on the same card is not a second stranger.
