`POST /api/v2/app/activate`

Turn a confirmed intent into a workspace with a credit balance.

The intent is re-read from Stripe rather than trusted from the client: the
id travels back through the browser in the return URL, so anyone could post
one. Only `succeeded` intents carrying our own metadata are accepted, and
the amount credited is the amount Stripe says it actually received, never a
number the browser supplied.
