Re-run a single step on an existing case, then refresh the audit report.

Only the named step (and the final audit report) re-execute; every other
step is served from its stored result. Use this when one step failed or
returned a poor result and re-running the whole pipeline would waste
external-API budget. Returns 404 if the case or the named step is unknown.
