`POST /api/set_shared_workspace_credit_limits`

ENG-1526: one weekly credit allowance across the whole workspace family.

On, this org's usage limits govern its workspaces too and a person's rolling
7-day window spans every workspace they hold a seat in — instead of one fresh
allowance per workspace. Settable only from the main workspace: the point of
the flag is that workspaces stop carrying limits of their own.
