`POST /api/set_azure_rollout`

## Request

Set how Azure group mappings are rolled out.

- "off":   mappings are inert (no governance).
- "pilot": govern only `workspaces` — the main workspace and other workspaces
           are untouched; users in no mapped group are left unmanaged.
- "full":  Azure is authoritative over the main workspace and every
           workspace; users in no mapped group are denied access.

  - `mode` string, required
  - `workspaces` string[], nullable
