Get organization details needed for login page without authentication.
Returns SSO configuration to show appropriate login buttons.

Query parameters:
- org_id: The organization ID to get details for
- slug: The /login/sso/<slug> segment — equivalent to the org_id itself.
Without parameters, resolves the org by the request's Host header when it
is a verified custom domain (login page auto-branding on dot.customer.com).
