`GET /api/oauth/google-ads/start`

## Request

The replicator owns the OAuth client + developer token and signs the state
binding org_id to this consent flow; dot just hands the org_id over and
forwards the URL to the user's browser. Nothing Google-Ads-specific lives
on dot.
