## Request

  - API key in header `X-API-KEY`
  - API key in cookie `Authorization`
  - OAuth 2 (password, token URL `/api/auth/token`)

Validate a Personal Access Token and store it on the org.

Generates a fresh webhook secret at the same time so the user can paste
it into GitLab's project webhook settings.
