`POST /api/context-agent/onboarding_welcome`

## Request

Open the first-sync welcome chat when the viewer should get it now.

Only the admin whose connection ran the org's onboarding sync gets it, and only
once: the request that opens the chat receives ``{"chat_id", "environment"}``,
every other one ``{"chat_id": null}``.
