`GET /api/cli/help`

## Request

Answer a question about Dot from the product docs and the rendered API reference.

This runs outside any chat turn, so the lookup is measured ([COST-BG]) and billed to nobody:
charging background work needs a usage receipt and a billing actor that a request like this one
does not carry. That is ENG-1491's job, not this route's. Until then the per-user cap is what
bounds the spend, and it ignores plan and credit status, which the org limiter does not.
