Begin a device-style CLI login (no auth — the caller has no credential
yet, that is the point). Returns a one-time code the CLI shows to a human
together with the authorize URL, plus the short `user_code` the browser
will display back so the human can confirm they are approving *this*
sign-in; the human's browser session completes it.
