`POST /recollection-case/{recollection_case_id}/set_argus`

## Set a recollection case's argus tags
Replace the full list of argus risk-flag tags on a recollection case. Governed by the
recollection_argus policy: each tag must be individually justified in the proposing
Decision's reasoning, or the proposal is auto-refused.

  - `argus` string[] — Argos post-mortem tags (RecollectionArgusTag) on the case, replacing the full list. Each tag must be individually justified in the governing Decision's reasoning (recollection_argus policy) — an unjustified tag is auto-refused.

## Other responses

- `400` — Missing `X-Decision-Id` header or value is not a valid UUID.
- `403` — Decision is not approved, the calling identity does not match the proposer, no planned operation matches this endpoint + payload, the matching step has already been executed, or the caller is not a recognised proposing Operator.
- `404` — No Decision exists for the supplied `X-Decision-Id`.
