Create a user via SCIM

## Path parameters

- `account_id` integer, required

## Request body

- CreateUserSCIMRequestRequest: Base class for all request payloads. It is expected that each endpoint extends this class to define its own payload format
  - `schemas` string[], required: The user schemas supported by the SCIM provider
  - `externalId` string: The external ID of the user (user's scim id)
  - `userName` string, required: The username for the user which is their email address
  - `active` boolean, required: Whether the user is active
  - `name` UserNameComponent, required: Base class for all request payloads. It is expected that each endpoint extends this class to define its own payload format
    - `givenName` string: The given name of the user
    - `familyName` string: The family name of the user
  - `emails` UserEmailComponent[], required: The user's email addresses
    - `value` string: The email address of the user
    - `primary` boolean: Whether the email address is the primary email address of the user
    - `type` string: The type of the email address
  - `urn:ietf:params:scim:schemas:extension:dbtLabs:2.0:User` CustomAttributesComponent: Base class for all request payloads. It is expected that each endpoint extends this class to define its own payload format
    - `licenseType` 'developer' | 'read_only' | 'analyst' | 'it', required: An enumeration.
