`POST /api/alerts/subscribe`

## Request

Email a confirmation link for the list the body names: `sent` whatever the
address's state, and whatever Resend answers (a refused send waits for
the next pass). `queued` only while no Resend key is set, for every
address alike, and the signup waits for the next giveaway pass that can
send it.
