`POST /api/admin/social/deliveries/{delivery_id}/retry`

Send a failed delivery again, now.

This is the only way out of "outcome unknown", on purpose: the worker will
not retry a send it lost track of, because the network may already have
posted it. A person checks the account, then presses this.
