`POST /api/py/sandbox/template/ensure`

Start the Template Project ensure workflow for an organization.

Requires service-key authentication, and the authenticated organization
must match the request body. Concurrent calls attach to the open
deterministic workflow; later calls may start another idempotent ensure
run.
