- TenantRoleCreate: A new custom role's whole state (milestone G).

  - `kind` 'ADMIN' | 'MEMBER' | 'CUSTOM', required: A role's kind. Every organization has one ADMIN and one MEMBER role; CUSTOM roles are ones an organization adds (milestone G).

  - `permissions` TenantPermission[], required
