# Create a quote (one-shot)

`POST /api/v1/quotes`

## Request

Creates a complete devis in a single transaction: customer (lookup-or-upsert) + quote shell + N options + N×M line items. Optionally sends the devis to the customer (DRAFT → SENT + email) when `send: true`. Scope: quotes:write (and quotes:send if `send: true`).

      - `unit` 'FLAT' | 'PER_PERSON': FLAT = forfait (does not scale with guests), PER_PERSON scales. Defaults from the catalogue's '(par pers.)' category convention when resolved, else FLAT.

      - `vat_rate` number: Decimal rate, e.g. 0.20 for 20%, 0.10, 0.055

  - `send` boolean: When true and the key has quotes:send, immediately transitions DRAFT → SENT and fires the customer email.
