Georgia Office of Student Achievement (GOSA) Financial Efficiency Star Rating (FESR) — the program's efficiency evaluation of each rolling window, rating how much a district spends per student against its CCRPI academic results on a 0.5-5.0 star scale (0.5 increments; more stars = better academic outcomes per dollar). Rows exist ONLY for the fiscal years an FESR publication evaluated: district rows FY2016-FY2019 and FY2024 (one per traditional Georgia system, with the three-year rolling per-pupil-expenditure average, the three-year CCRPI average, and the PPE percentile the rating is built from), and school rows FY2017-FY2019 and FY2024 (the rating plus, for the 2019 and 2024 reports only, the school's own three-year PPE average and three-year CCRPI average the rating was computed from — the publisher's inputs, which differ from what the per_pupil_expenditure and ccrpi_scoring_by_component topics would reproduce, see limitations; the 2017/2018 school files publish no rolling averages). GOSA paused the program FY2020-FY2023, so those years have no rows. The FY2024 report revived the rating with a non-contiguous FY19+FY23+FY24 window. The underlying annual spending panel (total/federal/state-local expenditures, FTE enrollment, per-pupil expenditure for every fiscal year) now lives in the sibling per_pupil_expenditure topic, from which each rating's rolling window is built.

- `district_code` string, nullable: Comma-separated list of GOSA district codes (e.g. `601,602`)
- `school_code` string, nullable: Comma-separated list of GOSA school codes. Combine with `district_code` for unique school keys.
- `county_fips` string, nullable: Comma-separated list of 5-digit county FIPS codes (e.g. `13121,13067`)
- `tract_geoid` string, nullable: Comma-separated list of 11-digit census tract GEOIDs (e.g. `13121011100`)

- `limit` integer, nullable: Page size
- `offset` integer: Page offset
- `columns` string, nullable: Comma-separated output columns to return (fact columns plus joined dimension attributes). Defaults to all.
- `format` 'json' | 'csv' | 'parquet': Response format: json | csv | parquet

## Response `200`

Paginated rows. JSON returns an envelope with `data` and `pagination`; CSV/Parquet return raw bytes with `X-Total-Count` header.

- unknown

## Other responses
