`POST /api/v1/board/entries/{entry_id}/comments`

## Request

Post to the thread. Auth required, and moderated before it is stored.

The moderation call happens BEFORE the insert, and a moderation outage is
a 503, not a publish. See board_service.moderate_text — failing open would
quietly disable the content filter that App Store 1.2 requires, with
nothing in the product looking wrong while it happened.
