`DELETE /api/v1/board/comments/{comment_id}`

Remove a comment. Author or the piece's owner.

Giving the owner delete rights on their own thread matters: they are the
person whose photograph is on the card, and the alternative is that
clearing something unpleasant off their own piece requires our
intervention.
