Stop seeing a member's comments.

Identified by the comment being looked at, or by a raw user id for callers
that already hold one. The comment path exists so the app never needs an
author id: the public comment payload deliberately carries none, and an
enumerable member id on an unauthenticated endpoint is not something a
block button needs in order to work.

## Request body

- BlockRequest: Block a member. The app identifies them by the COMMENT it is looking at, not by a user id, because the public comment payload deliberately carries no author id — an enumerable member id on an unauthenticated endpoint is not something the block button needs to exist. `user_id` remains for admin and internal callers that already hold one.
