## Other responses

- `401`: Unauthorized - missing or invalid JWT token or admin API key
- `403`: Forbidden - user is not a system admin or overseer
- `500`: Internal server error - flag stats query failed
- `default`: Shared error envelope for authorization and flag stats failures.
