Returns the EIP-712 domain values and the standard reward rates. Probe this endpoint to detect whether referrals are enabled on a deployment; any non-200 means the feature is unavailable. Never hardcode `chainId` or `distributor`.

    - `l2RateBps` integer: Standard level-2 rate in basis points.
