- GatewayUserUsageLimits: UserUsageLimits is a single user's usage-limits singleton: their optional override cap, their resolved effective cap, their current-period usage, and whether (and until when) they are over their limit. There is exactly one per user. The override cap is stored; the effective cap, usage, enforcement mode, and exceeded_until are computed at read time.
  - `name` string
  - `limitOverride` TypeMoney: Represents an amount of money with its currency type.
    - `currencyCode` string: The three-letter currency code defined in ISO 4217.
    - `units` string, int64: The whole units of the amount. For example if `currencyCode` is `"USD"`, then 1 unit is one US dollar.
    - `nanos` integer: Number of nano (10^-9) units of the amount. The value must be between -999,999,999 and +999,999,999 inclusive. If `units` is positive, `nanos` must be positive or zero. If `units` is zero, `nanos` can be positive, zero, or negative. If `units` is negative, `nanos` must be negative or zero. For example $-1.75 is represented as `units`=-1 and `nanos`=-750,000,000.
  - `effectiveLimit` TypeMoney: Represents an amount of money with its currency type.
    - `currencyCode` string: The three-letter currency code defined in ISO 4217.
    - `units` string, int64: The whole units of the amount. For example if `currencyCode` is `"USD"`, then 1 unit is one US dollar.

If `units` is zero, `nanos` can be positive, zero, or negative. If `units` is negative, `nanos` must be negative or zero. For example $-1.75 is represented as `units`=-1 and `nanos`=-750,000,000.
  - `used` TypeMoney: Represents an amount of money with its currency type.
- `enforcementMode` 'ENFORCEMENT_MODE_UNSPECIFIED' | 'DISABLED' | 'WARN' | 'BLOCK': EnforcementMode controls what happens when a user reaches their limit. - DISABLED: No tracking, no notifications, no enforcement. - WARN: Usage is tracked but never blocked. A safe stage before BLOCK. - BLOCK: Usage is tracked and the user is blocked at their limit until the period resets.
  - `exceededUntil` string, date-time: When set, the user is over their limit and blocked until this time (the end of the current consumption period). Unset when the user is not over limit. Computed at read time; not stored.
  - `updateTime` string, date-time: The time this user's override was last set or changed. Unset when the user has no override (they inherit the account default); it tracks the override row, not account-default changes.
