`GET /agentcc/org-configs/bulk/`

## Request

- Base URL: `http://localhost:8000`
- URL: `http://localhost:8000/agentcc/org-configs/bulk/`
- Auth: one of:
  - API key in header `X-Api-Key`
  - API key in header `X-Secret-Key`

Bulk endpoint for gateway startup sync.
Returns all active org configs keyed by org ID, plus the ids of orgs whose
payload could not be built, so the gateway keeps their last good config.
Authenticated by admin token (not user JWT).

OK

- OrgConfigBulkResponse
  - `status` boolean, required
  - `result` object, required
  - `unbuilt_org_ids` string[], required: Orgs with an active config that could not be built. The gateway keeps their last good config instead of dropping them.
