`GET /agentcc/api-keys/bulk/`

## Request

- Base URL: `http://localhost:8000`
- URL: `http://localhost:8000/agentcc/api-keys/bulk/`
- Auth: one of:
  - API key in header `X-Api-Key`
  - API key in header `X-Secret-Key`

Bulk endpoint for gateway startup key sync.
Returns all active keys with their hashes so the gateway can restore
its in-memory KeyStore on restart.

Authenticated by admin token (not user JWT).
