Recebe webhook público de cobrança. A assinatura é verificada antes de qualquer persistência. O único gateway aceito atualmente é Stripe.

Evento verificado e processado.

- `401`: Assinatura ausente ou inválida.
- `429`: Limite de requisições excedido.
- `500`: Falha interna ao processar o evento já verificado.
