`GET /v1/tenant/metrics`

## Request

- Base URL: `https://api.forgeorbital.com`
- URL: `https://api.forgeorbital.com/v1/tenant/metrics`
- Auth: one of:
  - API key in header `X-API-Key`
  - OAuth 2 (client credentials, token URL `/oauth/token`, scopes: `decision_records`)
  - HTTP bearer

Current-worker diagnostic window for the authenticated tenant.

This endpoint never represents a complete multi-worker or historical
SLA view. Fleet SLOs come from the protected external metrics backend.
