`GET /api/alignment/catalog`

## Request

All texts with cross-canon alignment coverage, lzh-side normalized.

Two sources, aggregated separately then merged (see module note above):
- alignment_pairs: fojin chunk <-> fojin chunk (has a counterpart text_id).
- mitra_alignments: fojin chunk <-> inline foreign text (no fojin partner).
Result is cached (mitra coverage changes only on import/backfill).
