``unread_count`` — first paint and poll fallback for the mascot and the
desk; live changes arrive over ``/api/flux/events``. ``can_publish`` gates
the draft cards' Approve; ``needs_count`` (open threads + approval requests
waiting on the caller) is the nav badge.
