Dashboard data as JSON for the public share view.

Without date params: returns frozen cached results (no live hydration).
With date_range_start + date_range_end: re-executes cards live using the
dashboard's query_scopes so visitors can switch between owner-configured
date presets without full auth.

Public dashboards open to all; private ones owner-only.
