Ask this school's ADULT students to read the consent document and tick.

Admins only, same shape as `/required`. Off by default for every school,
so a school mid-term (TESI) never finds a new dialog in front of its
class. Refuses with no document for the same reason `/required` does:
a dialog asking someone to acknowledge nothing.

No gate cache to clear: adults are never blocked by the middleware, and
the dialog reads `GET /me`, which is never behind that cache.
