Return paginated credit assignment history for the resolved billing scope.

## Query parameters

- `flwr_aid` string, nullable: Optional Flower Account ID. Defaults to the authenticated caller.
- `organization_id` integer, nullable: Optional organization ID. Defaults to the caller's personal organization.
