Get tile metadata for a city (for MapLibre GL JS).

This endpoint returns tile metadata in the format expected by MapLibre GL JS,
including tile URLs and zoom level ranges.

Args:
    city_id: ID of the city
    db: Database session

Returns:
    Tile metadata dictionary with tiles array and zoom levels

Raises:
    404: If city tiles not found
