Serve vector tiles for a city from MBTiles file.

This endpoint serves vector tiles in Protocol Buffer Binary Format (PBF) for use with MapLibre GL JS.
Tiles are served from pre-generated MBTiles files stored on disk.

Args:
    city_id: ID of the city
    z: Zoom level (0-18)
    x: Tile X coordinate
    y: Tile Y coordinate
    db: Database session

Returns:
    Vector tile data in PBF format

Raises:
    404: If city or tile file not found, or tile doesn't exist in MBTiles
