Public endpoint: freeform US-city autocomplete over the Census
Gazetteer us_cities table (~32k places).

Prefix search on the normalized name, ranked by land area as a prominence
proxy (the Gazetteer ships no population column) then alphabetically.
Mounted here (before the cities router) so /cities/autocomplete is not
captured by /{city_id}.
