`PATCH /api/businesses/{business_id}/reports/{report_id}`

## Request

Update report fields (config shallow-merge).

## Path parameters

- `business_id` string, required
- `report_id` string, required

## Request body

- PatchReportRequest: Partial update for a report. `config` keys are shallow-merged into existing config.
  - `config` object, nullable: Merged into reports.config (e.g. pdf_page_break_after_each_section)
