# Agency mode only

`POST /api/mcp/tools/agency_create_client`

## Request

Agency mode only. Create or update a client record for an account-level agent. This does not create a verified Fine Structure user account and does not transfer ownership.

## Request body

- object
  - `client_email` string, required: Client email that will be allowed to claim projects
  - `client_full_name` string: Optional client display name
  - `note` string: Optional internal note for the agency

## Response `200`

Tool executed successfully

## Other responses

- `400`: Invalid arguments for this tool
- `401`: Missing or invalid bearer token
- `402`: Not enough credits on the account
- `403`: Token scope does not permit this tool
- `404`: Unknown tool name
- `429`: Rate limit exceeded, retry after the indicated delay
- `500`: Internal error while executing the tool
