Check whether the natural language query interface is configured. Returns {configured, model, agent_configured, agent_model, row_limit, timeout_sec} plus a provider block {provider, on_prem, base_url, auth, llm, not_configured_hint}. `provider` is `anthropic` (cloud Claude, needs ANTHROPIC_API_KEY) or `openai_compat` (on-prem vLLM/Ollama/llama.cpp/SGLang/TGI, needs FIBER_LLM_BASE_URL); `on_prem` is true for the latter, and `llm.model` + `base_url` render as e.g. "on-prem: Qwen3.8-27B @ http://vllm:8000/v1". `not_configured_hint` is the exact operator-facing reason when `configured: false`. No secret is ever returned — `auth` is only a boolean saying whether a credential is present.
