`GET /v1/maintenance-windows/{window_id}/effective`

  - `scope` 'MONITOR' | 'ORG', required: What a window targets. ``ORG`` covers every monitor in the org; ``MONITOR`` covers the explicitly linked monitors only.
  - `dtstart` string, date-time, required
  - `duration_minutes` integer, required
  - `rrule` string, nullable, required
  - `timezone` string, required
  - `monitor_ids` string[]
  - `edited_by` string, uuid, nullable, required
