Return the anonymous landing-hero payload for the configured monitor.

Successful Response

- PulsePublicRead: The anonymous landing-hero payload. ``uptime_percentage`` is ``None`` rather than ``1.0`` when the window holds no non-maintenance checks. ``regions_total`` is the monitor's configured region count, so the card stops carrying "3/3" as a literal. ``updated_at`` is when this payload was assembled — data freshness.
