What value_detection flagged at this moment, for the slate. The staging
Action stages it NEXT TO the snapshot (DATE.baseline.json.gz) so the 14-day
checkpoint can compare the panel's nominations against the deterministic
flag set, blind: the routine never reads this file, so panel/baseline
agreement is evidence rather than anchoring.
