`GET /charges/distribution-references`

Retrieve the list of charge distribution references with optional filters

## Query parameters

- `distribution_key_id` string, uuid
- `estate_id` string, uuid

  - `distribution_key_id` string, uuid, required: Distribution key this reference belongs to
  - `estate_id` string, uuid, required: Estate this reference applies to
  - `reference_date` string, date-time, required: Date of the reference measurement
  - `reference_value` number, required: Reference value (e.g., surface area, number of occupants)
  - `supporting_document` object, nullable: Reference to supporting document (JSON)
  - `notes` string, nullable: Additional notes
  - `created_at` string, date-time, required
  - `updated_at` string, date-time, required
