Create a Time off Policy Assignment

## Request body

- object
  - `timeoff_policy_id` string, required: The time off policy id
  - `employee_id` string, required: The employee id
  - `effective_at` string, required: The effective date of the policy assignment

## Response `201`

CREATED

- TimeoffPolicyAssignment
  - `id` string: Unique identifier of the policy assignment
  - `timeoff_policy_id` string, required: ID of the time off policy assigned to the employee
  - `employee_id` string, required: ID of the employee this assignment governs
  - `effective_at` string, required: Date from which this policy assignment takes effect for the employee
