Reads all Tax rates

## Query parameters

- `ids[]` string[]: List of TaxRate IDs to filter.
- `tax_type_ids[]` string[]: List of TaxType IDs to filter TaxRate records.
- `updated_from` string: Start date for filtering TaxRate records based on their last update.
