Every pin on the merged globe, in two layers.

`plots` — the paid layer, and the product. Full objects, coordinates
untouched, one per active world_plot. This is what the page is for, so
it is the layer that stays legible on the wire.

`seeds` — the imported layer: every geo-located company that nobody has
claimed yet, as a compact columnar block (see SEED_COLUMNS). Seeds carry
no row anywhere — a claimed company drops out of the seed set by
construction, and boards never see seeds because boards read only
world_plots.

The client merges the two back into one flat pin list; the split exists
purely so 5,579 imported pins can carry filterable facts without the
payload tripling. `seeds` is always present, `seeds.rows` may be empty.
